Second Presentation
Colorado Association of Family and Children's Agencies (CAFCA)
Topic: An update on the fiscal viability of child welfare service providers
Summary
For years the child welfare system has relied on community providers but neglected to provide adequate rates of reimbursement. During the last two legislative sessions the JBC has sponsored bills to attempt to remedy the situation. Services providers have been closing their operations at an alarming rate resulting in a lack of resources available to meet the needs of children requiring out of home care. At the same time that CDHS is requesting major funding increases for employees that work in state operated facilities, they have been silent on the needs of their community partners. This presentation will update legislators on the progress of HB17-1292 and the attempt to develop a fair rate setting methodology for out of home care providers that contract with Child Welfare and DYS.
