Office of Colorado's Child Protection Ombudsman
Topic: Ombudsman Investigations of "Systemic" Concerns
Summary
The Office of Colorado's Child Protection Ombudsman (CPO) independently investigates both individual and systemic concerns about the delivery of services to children and families within the child protection system. In the last year, the CPO has dedicated increased attention to large-scale systemic investigations into issues of statewide concern. These investigations are driven and informed by trends in individual complaints that are received by the CPO.
For the 2018 Children's Caucus, the CPO would like to present on its recent systemic work, including its final report on the statewide adoption assistance program and ongoing investigation into the licensing and monitoring of residential child care facilities. Time permitting, the CPO would also like to present its new website, which includes updated functions to improve transparency and help the public follow the CPO's work.

Topic: Recommendations on the Impact on Children of Caregiver Substance Use
Summary
Illuminate Colorado has been leading a four-month collaborative process to create a research-based, viable, multidisciplinary strategy for substantial, actionable change to better meet the needs of children impacted by caregiver substance use. By developing a guiding structure, service providers and child and family serving agencies will have the encompassing strategy necessary to collectively bolster our impact in addressing this issue. This presentation will share the outcomes of this collaborative process and recommendations for a statewide strategy.
